Homeless Man Arrested for Kidnapping 10 Year Old (UPDATED)

EAST PEORIA - A homeless man was charged Monday with two class X felony aggravated kidnapping charges after allegedly luring and restraining a 10 year old boy behind the city post office Friday afternoon.

Police arrested 52 year old Teddy Meyer Friday night. The kidnapping charges stem from a reported thwarted abduction in East Peoria. Authorities contend Meyer lured the ten year old behind the East Peoria post office. Postal employees reportedly noticed the child and called police. Tazewell County State's Attorney Stu Umholtz says Meyer had previously been convicted of kidnapping and served 20 years in prison for his second offense. If convicted this time, he would serve a mandatory life sentence.
