Dragon Dumps Owner Facing Charges

The dumpster company left garbage on a customer's property over a money dispute

PEKIN, Ill. - The owner of a dumpster company who left garbage on a Pekin homeowner's property after a money dispute appeared before a city ordinance violation judge today.

Drew Vice, the dumpster company's owner and Pekin firefighter, was fined for operating a business within the city of Pekin without a license from June until October of 2016. Vice paid the $750 to settle that violation, telling WMBD off camera that he was never notified that he needed a permit to do business in Pekin. The city disagrees with his claim saying Vice was informed directly.

It doesn't stop there for Vice who will have to answer to a judge at the Tazewell County Courthouse. He faces a Class B Misdemeanor charge.

In a court document obtained from the Tazewell County State's Attorney's Office, Vice is charged with dumping garbage upon real property. It reads "Said defendant dumped construction waste and other garbage upon the property of Charles Tarpley located at 912 N. 12th St. Pekin, Illinois, without the consent of the owner."

We caught up with Vice in September, the day after that dumping incident.

"I just see it as returning the items that he didn't pay to dispose of." Vice explained.

Thursday, WMBD asked Vice if he regrets his decision or if he would have done things differently now knowing the investigation and major cleanup efforts that would follow. Vice says he stands by his original statement, he just wishes the dumping didn't cause this much of a mess.

The court date is set for October 30th.

Our investigation revealed that Vice is also not registered to do business in Tazewell County. He was sent a notice and must register by October 12th or he'll have to go to court for that, too.

Vice told WMBD Thursday he is still an active member of the Pekin Fire Department, but the city says it cannot comment on the status of personnel.

The Illinois Environmental Protection Agency's investigation into Dragon Dumps' actions at the Tarpley residence is still open.
