Those who went to buy groceries couldn't, due to a system failure.
Late Saturday night, the Xerox Corporation said access had been restored.
According to staff members, the failure happened Saturday morning.
The company had been running a routine test of its back-up systems when the Xerox Electronic Benefits Transfer temporarily shutdown.
While the company managed to get the system back up and running, people who rely on WIC and SNAP programs in 17 states, including Illinois continued to have issues because of connectivity problems.
The Xerox Corporation says it appreciates client patience as it worked to resolve the issue and apologizes for the inconvenience.
Staff members are continuing to investigate the cause of the problem.
