A proposal to ban drivers from smoking with children in the car passed its second reading and is ready for a possible final vote in the Illinois Senate Thursday. The measure would make it a crime to smoke in an enclosed vehicle while a minor is in the vehicle and the law is intended to address so called second hand smoke.
