A bill to ease DUI penalties for some drivers who have been stripped of their driver's license was approved Wednesday by an Illinois House committee, according to the Illinois General Assembly website. The measure would allow four time DUI offenders to obtain a restricted driver's permit which would limit the time and place a person could drive. Illinois Secretary of State Jesse White and other law enforcement groups have remained neutral on the bill.
