The March unemployment rate in Illinois fell to 8.4 percent, the lowest level since January 2009, according to data released Thursday by the Illinois Department of Employment Security. As expected the cold and snowy weather dampened initial estimates for new hiring with 3200 fewer jobs than in February. The 8.4 percent is down from 9.2 percent from last March. The unemployment rate identifies those who are out of work and seeking employment. A person who exhausts benefits, or is ineligible, still will be reflected in the jobless rate if they actively seek work.
