Normal first began assembling a plan for its uptown area about 15 years ago. On Monday night, it approved a $300,000 agreement to start making it even better. And with another major hotel project underway, town leaders anticipate it to generate even more revenue.
With other parts of town now flourishing, they're looking for ways to sustain that growth.
"We've really seen a nice balance, whether it's with the restaurant scene, all the sweets we have here in Uptown, the shopping opportunities, which is a great indicator that the plan has worked,” said Mercy Davison, planner for the Town of Normal.
Davison says two of the keys to expansion may be adding a grocery or multiple family housing options.
