Fifty-one year old Francisco Espinal-Quiroz of Leesburg, Indiana faces fifteen counts of reckless homicide.
The Will County State's Attorney Office accuses Espinal-Quiroz of speeding through a construction zone while also having physical condition that limited his ability to drive safely at the time of the July 21st crash.
They say he only has vision in his left eye.
Reckless homicide is a Class Two Felony and if convicted comes with a 6 to 28 year prison sentence.
Espinal-Quiroz is due back in court September 9 for an arraignment.
