Flanagan Facing Disorderly Conduct Charge

NORMAL - Former Illinois State University President Timothy Flanagan is facing one count of disorderly conduct for allegedly yelling at an ISU groundskeeper.
NORMAL - Former Illinois State University President Timothy Flanagan is facing one count of disorderly conduct for allegedly yelling at an ISU groundskeeper.

The allegation goes on to say that Flanagan exited the president's residence yelling insults and flailing his arms at groundskeeper Patrick Murphy, while he was just inches away from his face.

The incident is said to have "alarmed and disturbed" Murphy. County officials say neither offense would have been enough on its own, but the combination is the reason for the charges.

"The charge is not just the words that were said, but the way they were done, yelling close to someone's proximity, moving their arms around in a way that a normal person would alarm or disturb them and could lead to a breach of the peace,” said McLean County state’s attorney Jason Chambers.

The charge is a Class C misdemeanor and carries a max sentence of 30 days. Flanagan's initial court date is scheduled to be April 23.
