NORMAL - An Illinois Republican Congressman is backing a bipartisan bill to give smaller cities more power to start transportation projects.

Rep. Rodney Davis (R-13) and Normal Mayor Chris Koos unveiled The Innovation In Surface Transportation Act at Uptown Station.

The bill would put federal dollars into the hands of smaller communities, instead of the states, to continue to grow and develop. The new funding system would give preference to projects with a greater anticipated return on investment.

"To make sure that, that we're focusing a, a, a, message on local investment and infrastructure, and that's going to be what leads us to a successful outcome in getting this language forward,” said Davis.

Wednesday’s conference was staged at Uptown Station, which was built with federal dollars. The bill will go to congress soon.
