University of Illinois Board of Trustees approved a $5.6 billion budget Thursday for fiscal year 2014. The percentage increase in the university's operating budget is the smallest in more than two decades. Overall the budget is up 3.9 percent and the trustees say a large portion of that increase stems from past underfunding of pensions by the state and is required by statute.
