Illinois' unemployment rate dropped in October to 8.9 percent, down from September's 9.1 percent. Because of the government shutdown, September and October reports were combined. In the past year, trade and transportation added the most statewide jobs while the biggest losers were construction and manufacturing. Only those who are out of work but looking for work are counted as part of the unemployment rate.
