Police Sting Monitors Illegal Handicap Parking during Holiday

PEORIA - While holiday shoppers race to the stores for the best deals of the year, police are keeping a close eye on where they park and boosting patrols to help people with disabilities.
PEORIA - While holiday shoppers race to the stores for the best deals of the year, police are keeping a close eye on where they park and boosting patrols to help people with disabilities.
"So the first thing we do is you know, like the truck there. You can see one is dangling."
Handicap placards are the items of interest for Investigator Jack Baskett. His Friday evening is spent monitoring Northwoods Mall’s parking lot for anyone abusing their power.
"Because people either know they are right or they're wrong," said Baskett.  
Baskett is part of a disability parking sting by the Secretary of State Police.
"We've seen all kinds of things just to get away with parking 30 feet closer to the door," he said.  
Baskett has seen it all, including fake parking placards and drivers using one without a disability.
In 2012, the sting left more than 160 people tickets. Friday, Baskett catches someone using a card that's not hers.
“Here's what you got, her mother passed away Wednesday. She's at the mall with her sister,” he said. “Her birth year is '22. She's born in '42, so it's a violation, you know. But her mom passed away Wednesday. She's obviously unusually upset. So will if suffice me writing citations? No."
Instead, her placard is taken away and she drives away with a warning. Baskett believes she got the message that disability spaces are for people who need them.
'They come out here and get frustrated. They get turned away because they’re not going to come out and park. Depending on what their handicap is, it’s going to make it harder for them.”  
Drivers caught misusing a placard face  a six month license suspension and a 500-dollar fine.
The fine is up to 350-dollars for parking in a handicap space without a placard or disability license plates.
