PEORIA - Governor Rauner will make his annual budget address Wednesday.
The Illinois Police Institute says taxpayers deserve a balanced budget, something the Governor has promised to present. The institute is proposing the state adopt a spending cap. It also believes the state's budget should adjust in relation to the economy's growth.
"I think probably the best way to explain that is in terms of our own family budgeting," says Mailee Smith with the Illinois Policy Institute. "If my salary goes up 3% this year, then I can spend 3% more this year. I can't spend 5% more or 10% more, and that's what we're asking lawmakers to do."
