PONTIAC - A man is in the Livingston County Jail after a nearly 2 and a half hour standoff in Pontiac Friday morning.
Police responded to an apartment building on W. North at 10:42 A.M. after the report of a man pointing a gun out of a window and shooting at a female outside. Someone told police the man was holding a female inside against her will.
Pontiac Police and the Livingston County Sheriff's Department arrived on scene and isolated the area. Streator Police, Bloomington Police, and the Pontiac Fire Department later responded to help.
Two residents got out of the building. Police spoke with the suspect, 33-year-old Justin Doan, on the phone. He refused to leave the building or let the female out. He began to barricade and cover the windows.
At 1:07 P.M., Doan and the female both left the building and surrendered to police. Doan was arrested for Possession of a Stun Gun by a Felon, Aggravated Assault, and Violation of Conditional Discharge. The case is still under investigation.
